Board of Supervisors
The Board of Supervisors is the governing body of the county. One Supervisor is elected from each of the five districts in the county to serve a four-year term. The Board is responsible for adopting an annual budget, establishing the annual property tax rate, setting policies, goals and objectives to direct the county's growth and development, and carrying out other responsibilities as set forth by Mississippi state statutes. The Board appoints the County Administrator to manage the daily operations of the county.
The Board meets in the Board Room of the County Administration and Board of Supervisors Office (Historic Jail Building) at 314 State Street.
Meetings begin at 9:00 a.m.
Matters must be placed on the docket by 5:00 p.m. on Thursday prior to a meeting. Any backup info must be supplied by that time.
To Appear Before The Board
If you wish to appear before the Board of Supervisors to discuss an important matter pertaining to the county, you must notify the Board Office not later than noon on the Wednesday prior to the Monday meeting. Any backup information and/or exhibits pertaining to the matter you wish to discuss must be delivered to the Board Office by the same deadline. If you have been scheduled to appear before the Board, or if you have a matter to be discussed and you would like to have it dismissed from the agenda, please contact the Board Office prior to the beginning of the meeting.

Charles Mike Lazarus, was born and raised in Adams County, graduated from South Natchez Adams High School, attended Co-Lin and the University of Southern Mississippi. He is married to Kim Krueger Lazarus and together they have 2 sons, Michael Lazarus and his wife Candice and their two sons Taylor and Walker, and Rudy Lazarus who is currently attending Mississippi State University. For the last 15 years, Mike has been a self- employed business owner as well as a current member of Community Alliance, Green Alliance, Keep Natchez Adams County Beautiful, Regionalism Steering Committee, Southwest Planning and Development, Natchez Adams Chamber of Commerce, Chamber Business of the Month and the Santa Claus Committee.

Darryl Grennell is autochthonous to Natchez, Adams County, Mississippi; he attended Holy Family Catholic School during his primary years and Natchez Public Schools during his secondary years, and graduated from North Natchez High School. He graduated from Tougaloo College and Alcorn State University, and has done additional graduate work at the University of Southern Mississippi.
He is a faculty member in the department of Biological Sciences at Alcorn State University where he teaches Microbiology, Medical Microbiology and Genetics. He has also been involved in several research projects and academic programs at the university. In addition, he received one the highest awards given by the State of Mississippi to faculty at institutions of higher learning, the HEADWAE Award for Outstanding Faculty Member at Alcorn State University 2005-2006. Darryl is also President of the Adams County Board of Supervisors, where he represents District Four of Adams County.
Darryl is involved in many professional, civic, community, and service organizations nationally, throughout the State of Mississippi and locally: First Vice President of the Mississippi Association of Supervisors Minority Caucus, Past Polemarch and Life Member of Kappa Alpha Psi, Past State President and Past Southwestern Province Board of Directors of Kappa Alpha Psi, Member of the National Strategic Planning Committee of Kappa Alpha Psi Fraternity, President of the Natchez Little Theater Board of Directors, President of Historic Natchez Foundation, Member of Phi Delta Kappa, Member of H.R. He is a member and officer of many other organizations.
He is the son of Jonathan and Renza Grennell of Natchez and the brother of five siblings.

David Carter, is married to Paige Carlton Carter. They have two children, Coleman David, and Harper McKinney.
David graduate from LSU, he holds bachelor’s degrees in Animal Science and Agriculture Business and Marketing. He has a master’s degree in Education, and a doctoral degree in Education from the LSU School of Human Resource Education and Workforce Development. He also has a graduate specialization degree in Youth Development.
David has served in numerous leadership roles. Has served numerous roles in the county including former President of the Adams County Recreation Department, former Commissioner on the Natchez-Adams County Recreation Commission, Vice President of the Adams County Farm Bureau Federation, Coordinator of the Adams County Master Gardeners and Mississippi Homemakers Volunteer Council, Commission on the Second Creek Watershed Commission, and President of the Chamber of Commerce Leadership Natchez Class.
Outside of Adams County, David has served as Senior Director for the Southwest Mississippi Association of County Agricultural Agents, Director for the Mississippi State Equine Association, and serves on the Board of Director for the LSU College of Agriculture Alumni Association.
David is a member of First Baptist Church Natchez, the Adams County Cattleman’s Association, Adams County Master Gardeners, Mississippi Homemaker Volunteer Council, and the American Quarter Horse Association. He is also an Auxiliary Officer for the Adams County Sheriff’s Mounted Patrol.

Angela Gibson Hutchins, graduated from North Natchez High School and furthered her education by earning a bachelor’s degree in Office Administration from Alcorn State
University in 1985 and a MBA from Alcorn School of Business in 2009.
She has been actively involved in the community. She has organized voter
registration drives, political forums, delivered food to the elderly for the
Stewpot, volunteered with CASA during Child Abuse Prevention Month, painted
homes for Habitat for Humanity, helped raise money for Relay for Life, worked
with the Natchez High Hardwood Booster Club, and mentored community youth.
She and her family are active life long members of Holy Family Catholic Church
where she serves as an Usher and a member of the church Fund Raiser Committee.
Hutchins is a member of the Mississippi Association of Supervisors, Mississippi
Association of Purchasing and Property Agents, National Association of Property
Agents, the National Association for Advancement of Colored People, and Delta
Sigma Theta Sorority, Inc., serving on the Delta Violet Scholarship Award Committee.
Calvin Butler, is the Operations Manager for WTYJ/WMIS radio station in Natchez Ms. He is a graduate of Alcorn State University, a member of Alpha Phi Alpha Fraternity Inc, the Natchez Business and Civic League and serves on the board of directors for United Way. He is also a member of the Zion Chapel A.M.E. Church where he serves as an usher and a member of the Men of Zion Male Choir. He is married to Aquetta Dennis Butler and together they have two sons and one grandson.
